Keynote Speech: Are We There Yet? The Road to Extended Producer Responsibility

Kim Holmes is the Principal Consultant at 4R Sustainability, a Portland, Oregon-based consulting firm devoted to furthering recycling assistance in recycling program and policy evaluation, industry analysis, and the growth and development of end market opportunities for commodities.

Prior to launching her consulting firm, Kim served as managing partner and Executive Editor of the three publications: Resource Recycling, Plastics Recycling Update and E-Scrap News. Additionally, she managed in-house research projects focusing on industry trends, market analysis and best management practices in recycling.

Kim received a Master’s in Urban Studies with a concentration in Policy Analysis from Portland State University in 2007.

Producer Responsibility Programs: New England and Nationwide

Product Stewardship is an environmental management strategy that encourages those who design, produce, sell or use a product to take responsibility for minimizing the product’s environmental impact throughout all stages of the products’ life cycle, including its end-of-life. This presentation will focus on developments in this field both nationally and locally.

Plastics is perhaps the most rapidly changing commodity in the recycling industry today. Dramatic fluctuation in pricing, markets, expanding recovery rates, sustainable packaging initiatives, and emerging processing technologies are driving the industry forward at a breakneck pace. This session will review the state of the plastics recycling industry and discuss the latest trends in packaging, bio-resins, and difficult to recycle plastics that will shape the industry in the long term.

Overcoming the Myths of Automated Curbside Collection

This workshop will identify and dispel some of the most common myths many solid waste managers state as reasons why automated collection would not work in their community. It will also explain some of the dramatic efficiencies that an operation can gain from automated collection. Where does your community stand?

Our Planet, Our Stuff, Our Choice

This session will identify strategic actions to reduce climate change impacts through improvements to waste prevention, recovery and disposal as well as highlight the winners of EPA’s Our Planet, Our Stuff, Our Choice video competition, a competition to raise awareness of the connection between the environment and the “stuff” people use, consume, recycle and throw away. The session will also further discuss EPA’s WasteWise program and tools to track climate benefits.

Curbside Roundtable Session

A return of our fun roundtable discussion on the fundamentals of curbside MSW and recycling programs. This moderated free-form event is open to all and topics may include automated pickup, dual-stream vs. single-stream options and contract negotiation discussions.

Drop-off Roundtable Session

For those working with a drop-off transfer station setting, this moderated free-form discussion mirrors our Curbside Roundtable but will focus on issues relevant to a drop-off facility. Topics may include traffic flow, signage and outreach, economic analysis of programs, consolidation or the perennial dual-stream vs. single-stream debate, etc.

Proper mercury disposal is a problem we must all face and with dramatic increases in the use of compact fluorescent light bulbs (CFLs), the need for viable and visible outlets is growing. In this session, hear about the challenges we face as well as a statewide survey performed in Maine with regards to establishing drop-off locations pursuant to Maine’s new Extended Producer Responsibility law for CFLs.

The cost of solid waste disposal is rising and, despite the recession, waste disposal facilities have increased tipping fees 4-6% in the last year. In NH, we spend close to $300 million to handle our waste. Municipalities often do not have sufficient leverage to negotiate lower fees and the only viable alternative they have to control costs is to recycle all they can. The good news though is that long term trends in recycling revenue are up. Additional information is to be presented on the flow of waste across state and national borders with particular emphasis on the import/export flow in NH.
